			<content:encoded><![CDATA[<p>According to Quebec&#8217;s Ministry of Immigration, every year 3,000 to 4,000 French people like Virginie and Ronnie decide to settle permanently in Quebec. 7,000 more come in on a temporary visa and over 5,000 as students. Montreal is the main non-European destination for French expatriates, where 40,000 of them are registered with the Maison des Français, twice as many as in New York or Los Angeles and nearly four times more than in Sydney. And this figure is increasing: between 2000 and 2004 it soared by 47%.</p>
<p>However the <a href="http://immiqc.com/">Quebec immi forum</a> can sometimes turn into a nightmare. Every year hundreds of these immigrants return home to France with the bitter aftertaste of failure.</p>
<p>The exact number of returning immigrants is the object of fierce debate. The Delegation of Quebec in France, the organization in charge of recruiting immigrants, claims that 18% to 20% will be back within five years. The demographer Marc Termotte, however, argues that these figures are wide of the mark. &#8220;One out of every two French people who decide to settle in Quebec will go back to France within eight years of their immigration,&#8221; says this professor from the University of Montreal, who based his study on census statistics.</p>
<p>Virginie and Ronnie know that the return rate is fairly high but this does not deter them from their immigration project. &#8220;Once we&#8217;ve left, we&#8217;ll finally be able to shake off this depressing environment. Here in France, there&#8217;s always someone to put a spoke in your wheel,&#8221; sighs 24 year-old Virginie. And like all the others who hope to be leaving for good, she is certain that she and Ronnie will be in the half who succeed.</p>
<p>Another element plays a part in the return rate: the culture shock after reading the <a href="http://immiqc.com/f3">Quebec Immigration Program for Skilled Workers</a>. Their common language means that the French are unprepared for this. Many expect to find &#8220;an acre of France in America&#8221; rather than &#8220;America in French.&#8221; And even then, it&#8217;s not the same French. Johanna admits she still uses typical Quebecker expressions months after her return to France.</p>
<p>Language is only one aspect of the cultural divide faced by the French immigrant. The basic cultural precepts are also unique. &#8220;I know I shouldn&#8217;t say this but I find the Quebeckers very… Anglo-Saxon,&#8221; admits Françoise, as though this was the worst kind of insult. With their more right-wing economic vision, a culinary approach that is a long way from its French origins and policies based on individual freedom, the Quebeckers are first and foremost North-Americans.</p>

<p>Lift the front and rear end of your <a href="http://calibratechnic.com/">Opel Calibra</a> off of the ground, each end individually. Place jack stands behind each of the front wheels underneath the frame, then lower the front onto these stands. Repeat this process for the rear of the car, placing the jack stands in front of the rear wheels.</p>
<p>Crawl under the middle of the vehicle and lubricate the bolts and nuts that hold the full exhaust system into place. Loosen these parts to remove the factory exhaust system.</p>
<p>Slide the old cat-back exhaust and muffler from above the rear axle once all bolts and nuts have been removed. Place the old system to the side; you will need to dispose of these pipes properly later.</p>
<p>Slide the new exhaust piping system and muffler into place directly where the old one was removed. Begin installing the hanging hardware but do not completely tighten. Coat the overlap in the pipes with an antiseize compound. Tighten all of the bolts and nuts.</p>
<p>Raise each of the ends of the Calibra off of the jack stands and remove these stands. Lower the car back to the ground so all four wheels are touching the ground again.</p>

			<content:encoded><![CDATA[<p>The old GM might have been a bad car company, but it was launching some seriously good cars, especially (but not limited to) the ones developed at Opel in Germany. </p>
<p>The Opel Insignia is current European Car of the Year, which bodes well for the related Buick LaCrosse and Regal. Now Opel has done it again with the new <a href="http://astratechnic.com/">Opel Astra</a>. Honestly it&#8217;s one of the best compact hatchbacks made anywhere in the world, a car fit to take on the VW Golf for refinement and driving ability.</p>
<p>Of course, New GM might well have access to this platform. At this writing, an MOU has been signed with Russia&#8217;s Sberbank and Magna that will give New GM a 35-percent stake in Opel. How it might use it is uncertain, and even the final signing of the Magna deal is not a foregone conclusion.</p>
<p>The 174-inch Astra has a three-inch-longer wheelbase than its predecessor, the car sold unsuccessfully here as the Saturn Astra. It also has a much more sweeping look. Distinctive elements include arrowhead jewelry in the light clusters, a sculpted blade in the bodyside, and strong shoulders. The photo car wears 19-inch wheels, though our tester has more reasonable 225/50 17 tires.</p>
<p>The interior derives much of its upscale feel and design from the Insignia. The sweeping center stack has finger-friendly switchgear that manages to carry out a wide range of tasks without the need for an iDrive-type controller. Habitability is helped by an array of cabin storage, including a big console bin enabled by the presence of an electric park brake switch instead of a foot-long manual handle.</p>

			<content:encoded><![CDATA[<p>Vauxhall. Do we still think of it as a British make? After all, for many years a Vauxhall has been almost exactly the same as a German Opel, with the V-word retained only for the UK market where it has always been a strong player. Very strong; the UK is General Motors&#8217; fourth-biggest market after China, the US and Brazil.</p>
<p>Well, think on this. To say a Vauxhall is a differently badged Opel might be true, but don&#8217;t assume that that automatically makes it German. Unlike Ford, Vauxhall makes cars in the UK. Like Ford, it also does research and development here. And the car you see here is that now-unusual artefact, a mainstream-market, British-branded car not only built here but also engineered here.</p>
<p>This is a good-looking, upmarket-feeling estate car. This Astra is also a good advertisement for the power and realism of modern computer-aided design and engineering, because its new body pressings went straight from computer data to production tooling with not a single physical prototype in-between. That&#8217;s an act of some faith.</p>
<p>You would buy this car, then, rather than an Insignia ST if you really wanted to carry bulky stuff. And if you bought a high-specification Astra, you could fold the rear-seat backrests down at the touch of a switch, and have a range of load-organising accessories.</p>
<p>Still, an estate car can only be deemed an engineering success if it remains good to drive despite its load-carrying ability. There are myriad engines, petrol and <a href="http://astradiesel.com/">Astra diesel</a>, plus several trim levels and a price range from £16,600 to a heady £23,595, but it&#8217;s the 1.4 Turbo petrol in the SRi trim level, costing £20,375, which really gels.</p>
<p>That SRi tag is a hangover from the 1980s, when the &#8220;i&#8221; signified sporty fuel injection, which every car now has, but it remains a favourite identifier of potentially entertaining Vauxhalls. Running on its standard 17in wheels, the SRi rides beautifully over bumps without the fidget that afflicts Astras running on the softer suspension but cursed with the optional fashion-victim 18in wheels. It also steers more sweetly. Vauxhall&#8217;s engineers like this version the best too, but they were obliged to create the others to meet market demands.</p>
<p>And that little turbo engine is a gem, with its hefty 140bhp arriving at just 4,900rpm to ensure a punchy, effortless drive. CO2 is rated at 144g/km, which is a fair result for a car able to reach 62mph from rest in 9.5 seconds.</p>
<p>Verdict? Apart from its annoying electric parking brake it&#8217;s a thoroughly likeable, very practical estate car with an unexpected hint of patriotic appeal.</p>

			<content:encoded><![CDATA[<p>For centuries, the area of southwestern Ukraine known as Transcarpathia, Ruthenia, or Carpathian Ukraine was part of the Habsburg Empire rather than czarist Russia. Thus, prior to 1939, the stamps of Austria, Hungary, and then Czechoslovakia had been used in Transcarpathia. Russian or Ukrainian stamps were never employed.</p>
<p>Early in 1939, plans were drawn up to hold the First Carpatho-Ukrainian National Assembly (Soim) in Khust. The date of 2 March was agreed upon and a special regional stamp, with appropriate commemorative stationery and cancellations, was designed to mark the occasion (Figure 3). The 3-koruny blue stamp, depicting the wooden church at Yasinia, was delivered to Khust by the beginning of February.</p>
<p>In actuality, the new stamp was a re-engraving of a 60-haléřů, orange red stamp from the 1928 Tenth Anniversary of Czechoslovak Independence Issue. The printing sheet format consisted of two panes of 100 side-by-side. Each pane had 16 horizontal rows, with the first and last rows consisting of only one stamp at the far left along with six blank tabs. The other 14 rows had seven stamps each. The last tab at the bottom right bore the plate number, either &#8220;1&#8243; or &#8220;1A&#8221; (Figure 4). A total of 900,000 stamps were prepared, with 300,000 forwarded to Khust and the remainder kept in Prague.</p>
<p>Although the semi-military formation known as the Karpatska Sich (Carpathian Sich) put up a spirited defense to the Hungarian advance, it was inadequately armed and trained. By 4:30 pm on 16 March the Khust post office was taken and by 6 pm the entire town was occupied and the Carpatho-Ukrainian Government had fled. The National Assembly Issue was valid, therefore, for only two days. Over the next several days, the remainder of Carpatho-Ukraine fell to Hungarian forces; it became the Hungarian province of Kárpátalja until late 1944.</p>
<p>The short duration of Carpatho-Ukraine’s existence in 1939 &#8211; and its lone stamp release &#8211; gave rise to the myth that Carpatho-Ukraine was the one country that could be collected complete simply by obtaining the 3-koruny stamp. Such is far from the case, however, as many more <a href="http://stampuoso.com/2011/02/the-stamps-of-carpatho-ukraine-1939-1945-background">Carpatho-Ukrainian stamp issues</a> were produced after the five and a half years of Hungarian occupation ended in the fall of 1944.</p>

These are the most readily available and (relatively) inexpensive of the collectable silver dollars.  Approximately a billion of these coins have been minted.</p>
<p>There are several key dates and hard to acquire coins in this grouping.  The most prominent ones are the 1889 and 1893 Carson City, the 1893, 1895, and 1903 New Orleans, the 1893, 1894, and 1895 San Francisco and the 1893, 1894, 1895, 1899, 1921 and 1928 Philadelphia, also the 1995 West Point.  There are three of these coins that are particularly difficult to find and quite pricey.  The 1893 &#8216;S&#8217;, the 1895 &#8216;P&#8217; and the 1995 &#8216;W&#8217;.  Of these, the 1895 &#8216;P&#8217; is a rare bird indeed, commanding an impressive $11,000 in only &#8216;Fine&#8217; condition.  The 1893 &#8216;S&#8217; commands a staggering $250,000 price in its highest grades.</p>

Odessa along with Kyiv and Kharkiv is famous for its educational establishments. There are a lot of students from China and other third world countries.Crimea is another resort area which attracts migration, but also expensive place.</p>
<p>Among other areas of Ukraine attractive for migrants are neighboring to Russia, Kharkiv and Donetsk oblasts. The majority of migrants who came here are Russians.
